Urgent action is needed to reverse this erosion.<\/p>\n<p>The legislation introduced today recognizes\u00a0and supports all Indigenous languages in Canada\u00a0and contains mechanisms which will:<\/p>\n<ul>\n<li>establish measures for the provision of long-term, sustainable funding of Indigenous languages;<\/li>\n<li>advance the objectives of the United Nations Declaration on the Rights of Indigenous Peoples;<\/li>\n<li>support the reclamation, revitalization, strengthening and maintenance of Indigenous languages in Canada;<\/li>\n<li>support and promote the use of Indigenous languages;<\/li>\n<li>work with provinces, territories, Indigenous representative organizations and Indigenous governments to create effective support for Indigenous languages in Canada through a variety of mechanisms; and,<\/li>\n<li>establish an Office of the Commissioner of Indigenous Languages.<\/li>\n<\/ul>\n<p>A\u00a0collaborative approach was adopted with Indigenous Peoples to develop the legislation, which included:<\/p>\n<ul>\n<li>12 fundamental principles, co-developed to inform the basis of the legislation;<\/li>\n<li>more than 50 intensive and collaborative engagement sessions held across the country to collect elements of importance to be included in the legislation. These sessions were attended by over 1,200 individuals. I look forward to continuing this important work with them over the coming months.<\/p>\n<p>\u2014The\u00a0Honourable\u00a0Pablo Rodriguez, Minister of Canadian Heritage\u00a0and Multiculturalism<\/p>\n<p><strong>Quick Facts<\/strong><\/p>\n<p>In December 2016, the Right Honourable Justin Trudeau committed to enacting national legislation on First Nations, Inuit and M\u00e9tis languages, developed in cooperation with Indigenous Peoples.<\/p>\n<p>2019 was declared the International Year of Indigenous Languages by UNESCO.<\/p>\n<p>In 2016, only 15.6% of Indigenous people could converse in an Indigenous language, compared to 17% of Indigenous people in 2011 and 21% in 2006. The Prime Minister further stated that the legislation would be co-developed with Indigenous Peoples.<\/p>\n<p>Following that announcement, in June 2017, the Minister of Canadian Heritage and the leaders of the Assembly of First Nations, Inuit Tapiriit Kanatami and the M\u00e9tis National Council declared their joint intent to collaborate on the legislation.<\/p>\n<p>Following the June 2017 declaration between the partners, Indigenous Peoples from all distinctions-based groups were engaged on a number of occasions by each of the co-development partners to obtain feedback on what they thought should be included in the legislation.<\/p>\n<p>Between July 2017 and September 2018, Canadian Heritage conducted more than 50 engagement sessions across the country that included approximately 1,200 Indigenous participants. In addition, an online portal was made available that generated over 200 responses in the form of completed questionnaires and electronic submissions.
